Hello Mike. I am not sure why you couldn't find it, but it is almost in the same place.

Open up ACR, then click the little triangular button:

On the menu, select Preferences. In the dialog you will see a section that looks like this:

Here you unselect Apply auto tone adjustments.

I think that should be it. At least it comes up without Auto adjustment on mine.
